Deputy Minister of Internal Affairs Sanzhar Adilov reported that a criminal case has been opened following an explosion at the Kazzinc plant in Ust-Kamenogorsk. The investigation is considering versions involving violations of the technological process and occupational safety rules.

The investigation is being carried out by an investigative-operational group. The criminal case has been registered under Part 4 of Article 156 of the Criminal Code of the Republic of Kazakhstan ("Violation of occupational safety rules resulting in the death of two or more persons").
As Sanzhar Adilov clarified in the corridors of the Mazhilis, the sanction of the article provides for a penalty of up to seven years' imprisonment. More than 10 forensic examinations have been ordered to establish the circumstances of the incident.
"The main thing is to determine the causes of the explosion," emphasised the Deputy Minister.
WHICH VERSIONS IS THE INVESTIGATION CONSIDERING
According to Adilov, among the main versions being considered by the investigation are a violation of the technological process and a violation of occupational safety rules.
He noted that specialists from authorised state bodies, the Ministry of Industry and the Akimat of the East Kazakhstan Region (EKR), are currently working at the scene.
"The conclusions of the commission and the comprehensive forensic examination will likely set the direction for the investigation and the decision on bringing those responsible to criminal liability," stated the Deputy Minister.
ARE THERE ANY SUSPECTS
At the moment, there are no specific suspects in the criminal case. As Adilov explained, the investigation is awaiting the results of the examinations.
CONTEXT AND SIGNIFICANCE
On 5 May 2026, an explosion occurred at the Kazzinc LLP plant. As a result, seven people were injured, two of whom died, and five others were hospitalised. One of the victims is in intensive care.
