Four completed wastewater disposal facilities with a total value of 10.5 billion tenge were transferred to the balance sheet of operating organisations in Astana. The decision was taken on the instruction of the Supreme Audit Chamber (SAC).
WHY THE FACILITIES WERE PREVIOUSLY NOT ON THE BALANCE SHEET
A state audit of the wastewater disposal sector identified facilities in Astana whose construction had been fully completed but which had not been transferred to the balance sheet of operating organisations.
Because they had not been registered, the facilities remained outside the tax base, so the budget was receiving less tax than it should have. At the same time, the enterprises actually servicing the facilities incurred above-norm expenses: the maintenance costs had not been included in the approved tariff estimate and had no source of coverage.
WHAT THE SAC INSTRUCTED
Following the audit, the Astana akimat was instructed to transfer four completed wastewater disposal facilities with a total value of 10.5 billion tenge to the balance sheet of operating organisations.
In addition, a technical inventory was required in order to identify other similar cases.
HOW THE SAC INSTRUCTION WAS FULFILLED
According to the SAC, the instruction has been fully fulfilled. The inventory carried out also showed that in 2025, 43 facilities built at the expense of the budget were transferred to the balance sheet of operating organisations in Astana.
The fulfilment of other instructions following the state audit remains under the SAC's supervision until fully completed.
