Akimat of Uralsk has signed a contract for the capture of stray animals with Orken LLP, whose main line of business is listed as meat processing and canning. The contract is worth 9 million 396 thousand tenge, with the capture of one animal valued at 5 thousand tenge.

WHO RECEIVED THE CONTRACT

According to the tender documentation, the winner of the procurement was Orken LLP. Based on public records, the company’s activities include "meat processing and canning" as well as "activities of other institutions carrying out technical tests and analyses," reports the publication Uralsk Week.

The company’s director is listed as Mira Khayretdinova, and the founder is Asylzhan Khayretdinov. He also holds the position of head of a branch of the state institution "Republican Anti-Epizootic Squad" of the Committee for Veterinary Control and Supervision of the Ministry of Agriculture.

Under the contract, the city akimat will pay the contractor 9 million 396 thousand tenge. The cost of capturing one animal is 5 thousand tenge.

WHAT WORK IS ENVISAGED

According to the technical specification, the contractor is obliged to:

  • capture stray animals,
  • transport them to a temporary holding facility,
  • carry out their euthanasia.

It is separately stated that humane methods of capture must be used.

The presence of at least 12 qualified specialists is also required. By the end of the year, the contractor must capture approximately 2,000 animals.

PUBLIC REACTION

Member of the city’s public council, Aziza Arystanova, reported that animal rights activists have expressed concern. In her words, the link between meat processing activities and dog catching causes them alarm.

AKIMAT'S POSITION

The head of the Housing and Communal Services (HCS) department of the Uralsk akimat, Asylzhan Suyunbekuly, explained that finding a contractor for such work proved difficult.

"Nobody wants to bother with catching dogs. We searched ourselves, reaching out to neighbouring regions. There is a big problem with catchers! This type of work was awarded based on the price per unit for catching dogs and cats. Nobody in the region has such an activity. Previously, this work was done by workers of the veterinary station," stated Asylzhan Suyunbekuly.
