4.8 billion stolen under the guise of agricultural subsidies in the Almaty region

The Prosecutor's Office of the Almaty Region has uncovered schemes for the embezzlement of budget subsidies and their illegal payment. 

According to the regional prosecutor's office press service, the total amount of violations exceeded 4.8 billion tenge. As a result of the prosecutor's oversight actions, only 110 million tenge had been returned to the budget as of today. 

It has become known that social-production cooperatives (SPCs) in rural areas embezzled 1.2 billion tenge in subsidies intended for the breeding of pedigree animals. 

In reality, this work was not carried out; the documents were completed pro forma. As a result, the number of pedigree livestock in the region did not increase. 

At the same time, the regional akimat claimed that active work was being done to develop pedigree livestock farming. Allegedly, based on the results of the programme for the breeding of pedigree sheep, their population had increased to 1.9 million over 4 years

However, these figures remained only on paper; a prosecutor's inspection showed that the total number of pedigree sheep in the region is only 367,000 head

In Uygur District alone, an SPC received subsidies of 45.2 million tenge in 2023 for carrying out breeding work. To achieve this, cooperative members falsely attributed to themselves the farm animals belonging to other residents of the district. 

As a result, prosecutors have initiated 5 pre-trial investigations into the embezzlement, and also submitted 3 representations for the return of illegally paid subsidies.
