An investigation is being conducted in the Akmola Region into the alleged embezzlement of budget funds during the implementation of construction projects in Kokshetau. The funds were allocated for the construction of multi-apartment residential buildings for socially vulnerable categories of the population.
WHAT IS KNOWN
The investigation is being carried out by the department of the Financial Monitoring Agency (AFM) for the Akmola Region, coordinated by the prosecutor's office.
In December 2021, a contract was concluded between the State Institution 'Department of Construction of the City of Kokshetau' and LLP 'Aidana-IK' for the construction of multi-apartment residential buildings in Kokshetau. The contract value amounted to over 1 billion tenge.
The investigation alleges that, in order to receive advance payments, the contractor submitted fictitious civil liability insurance contracts.
WHAT AMOUNTS ARE INVOLVED IN THE INVESTIGATION
According to the AFM, after the contract was signed, funds amounting to 211 million tenge were transferred to the contractor organisation.
However, according to the investigation, the construction work was not completed in full. As a result, the residential properties have not been put into operation.
WHAT THE SUSPECT IS ACCUSED OF
According to the investigation, the received budget funds were used for personal needs, settlements with counterparties, and were also cashed out.
The suspect in the case has been placed in custody.
WHAT IS KNOWN ABOUT THE FURTHER INVESTIGATION
The investigation is currently ongoing. No further information is subject to disclosure in accordance with Article 201 of the Criminal Procedure Code of the Republic of Kazakhstan.
At this stage, law enforcement agencies continue to establish all the circumstances of the case. The final legal assessment of the actions of those involved will be given by the court.
