Recently, the anonymous FBRK bot was contacted with information that the akimat of the Katon-Karagay district in the East Kazakhstan region intends to carry out repairs on the local police station for more than half a billion tenge.
The FBRK editorial team sent an official request to the district department of architecture, urban planning and construction, where they told us how and why the major renovation of the local police station is taking place.
For context, earlier we reported, that the relevant contract for more than 583 million tenge, as well as contracts for technical supervision for 14 million tenge and author's supervision for approximately 2.5 million tenge, are planned to be concluded from a single source – without competitive procedures.
In the department of architecture, urban planning and construction, they told us that on 28 December 2023, the administrative centre of the Katon-Karagay district was moved from the village of Ulken Naryn to the village of Katon-Karagay, where 90% of the administrative buildings require major renovation.
In connection with this, in July this year, funds were allocated from the government's reserve for "urgent needs", which, it seems, refers to carrying out repairs on administrative buildings.
According to the plan, the funds must be spent by 1 December 2024, and since the competitive procedure for conducting public procurement takes some time, and the construction season is coming to an end, it was decided to conclude the contract from a single source.
The department's response indicates that the department of state audit for the East Kazakhstan region monitored the conclusion of the direct contract with the supplier.
Work is promised to begin shortly after the contracts are registered with the treasury authorities.
For context, it recently became known that officials in the East Kazakhstan region unlawfully concluded contracts for emergency response from a single source for 1.4 billion tenge.
