What saved budget funds can still be directed towards bonuses for civil servants

The Ministry of Finance has commented on the words of the head of the department, Madi Takiyev, regarding bonuses for civil servants.

According to Informburo.kz, on 30 October the minister stated that government bodies would no longer be able to distribute saved budgetary funds as bonuses to employees.

"The Ministry of Finance has banned the transfer between accounts for bonuses. If a state body has savings, it cannot transfer this money to itself for bonuses. This money will be returned to the budget," Takiyev said at the time.

In turn, the department's press service explained that bonuses and allowances are still paid from certain savings of budgetary funds.

The ministry outlined the list of expenditure items from which savings could fund employee bonuses. These include: savings on travel expenses, utility and transport services, communication services, and premises rental.

"The ministry's previous statement emphasised the need to strictly adhere to the norms of the government resolution and to prevent programme administrators from using funds from other budget items for employee bonuses, except those listed in the schedule," the department noted.

Recall that earlier, Finance Minister Madi Takiyev stated that more than 1 trillion tenge is spent annually on civil servant salaries.
