Violations in public procurement for the organisation of school meals were identified in the Kyzylorda region.

In the Kyzylorda region, the court reviewed a dispute over public procurement for the organisation of school meals in the Shieli District.

According to the press service of the regional courts, eight suppliers took part in the tender, and one Limited Liability Partnership (LLP) was declared the winner. However, the commission rejected the application of another individual entrepreneur (IE), citing an alleged lack of staff. At the same time, the IE submitted documents confirming the availability of cooks and workers in accordance with the requirements of the tender documentation.

During the court proceedings, it emerged that shortly before the tender, the court had declared the LLP an unfair participant in public procurement. The regional public procurement department, which conducted the tender, was fully aware of the existing court decision, as it had itself acted as the plaintiff in that case.

The court ruled that the rejection of the IE's application was unjustified and that the tender results were unlawful. The contract with the LLP was declared invalid. In addition, the court sent a private ruling to the regional governor (akim) for measures to be taken regarding the identified violations.

It is worth recalling that in June, following an inspection by the Ministry of Health, 65 out of 66 school canteens in the Mangystau region were found to have numerous violations of sanitary and epidemiological requirements.

The authorised bodies imposed 57 fines totalling more than 18 million tenge, issued 60 orders, suspended 62 employees from work, and submitted one case to court.
