The Supreme Audit Chamber (SAC) has completed an audit of the efficiency of state asset use in JSC "Samruk-Kazyna" and its subsidiary structures. The audit activities covered the Fund's operations and 18 legal entities, including Kazatomprom, Samruk-Kazyna Ondeu and a number of other major companies.
According to the press service of the agency, based on last year's results, the total income of the Fund's group of companies amounted to 16.5 trillion tenge. Consolidated net profit for the same period reached 2.4 trillion tenge.
The holding company transferred 2.37 trillion tenge to the state, of which 779.9 billion tenge were dividends, and 1.6 trillion tenge were proceeds from the transfer of assets to a competitive environment. Additionally, Samruk-Kazyna fulfilled the instructions of the President and the government to the tune of 673 billion tenge.
At the same time, auditors identified shortcomings in strategic management. The goal of the Transformation Programme for 2018–2021, to bring eight companies up to the efficiency level of foreign counterparts, was not achieved. The actual effect of the programme amounted to 154.5 billion tenge — half the planned figures.
The SAC points to an insufficient level of corporate governance: cases of improper preparation of strategic documents, understatement of planned targets, and a lack of control over the implementation of the holding's Development Plan have been recorded.
Of the Fund's seven information systems, only four are fully operational. Furthermore, the SAP BPC management system functions with violations, and part of the financial reporting is compiled manually.
Problems have also been noted in the work of governing bodies. Of the five committees under the Board of Directors, three are not working, and of the seven committees under the Fund's management board, two are not working. Internal regulatory documents are insufficiently systematised: about 15% of them are unused, require revision, or are due to be voided.
Additionally, it is noted that the Fund's structure remains excessively cumbersome: the group includes 326 companies across six management levels. During the period 2020–2024, 23 dormant companies were found, and based on the 2024 results, 41 companies showed a loss.
Specific problems relate to the implementation of investment projects. From 2020 to 30 September 2024, out of 175 projects, only 49 were completed.
Overall, based on the audit results, the SAC established financial violations totalling 351.8 million tenge, inefficient planning and use of funds amounting to 122.2 billion tenge, as well as 119 systemic deficiencies.
Materials concerning a number of episodes were submitted for the initiation of administrative proceedings, and certain facts were forwarded to law enforcement agencies for legal assessment.
It is worth recalling that previously, for failure to comply with the orders of the SAC, 18 officials and 4 state bodies were held administratively liable.
