A number of senior officials from the Social Health Insurance Fund (SHIF) have been held disciplinarily accountable following a state audit.
According to the press service of the Supreme Audit Chamber (SAC), the authority completed its inspection activities in July.
“The results revealed a number of violations of the budgetary and other legislation of the Republic of Kazakhstan, as well as the organisation’s internal regulatory documents. In this regard, the leadership of the Ministry of Health and the SHIF were instructed to review the liability of officials for improper organisation of work and the violations committed”, the statement said.
As a result, 11 representatives of the SHIF’s senior management and its regional branches were held disciplinarily accountable, including one of the deputy chairmen of the fund’s board.
Recall that in July, the SAC reviewed the results of the state audit of the SHIF’s efficiency for 2022-2023. The audit covered funds and assets worth 3.8 trillion tenge and involved 13 organisations.
Its findings identified: procedural violations amounting to over 32 billion tenge, as well as inefficient planning and use of funds totalling 31.1 billion tenge. The sum of financial losses and lost profits amounted to 11.8 million tenge.
In August, the head of the SHIF announced the reason for the authority’s debt to medical organisations. According to him, the payment system initially did not work, and then the republican budget delayed funds for the guaranteed volume of medical care. At the same time, Skakov promised that the debts would be cleared in the coming months.
