Prosecutors in the Khromtau and Mugalzhar districts of the Aktobe region have uncovered cases of embezzlement of budget funds in preschool institutions. The damage exceeded 240 million tenge.
According to the regional prosecutor's office press service, the perpetrators paid employees salaries above the established norm, duplicated transfers, and authorised false travel expenses.
"Budget funds were embezzled through employee bonuses by unjustifiably inflating budget requests. Changes were made without oversight, including inflating amounts in orders for bonuses for heads of institutions", the statement said.
Furthermore, one of the accountants illegally calculated inflated salaries, double holiday pay, and travel expenses for employees, amounting to more than 24 million tenge.
"These same amounts, without any justification, were transferred to the personal accounts of the accountant or the head of the kindergarten", the statement said.
Pre-trial investigations have been launched against the former head of the district education department, 3 heads of kindergartens, and 4 kindergarten accountants under paragraph 2, part 4, article 189 of the Criminal Code (embezzlement or misappropriation of entrusted property on an especially large scale). The Anti-Corruption Service is conducting pre-trial investigations.
Recall that in early October, the inter-district criminal court of Astana passed a sentence on the head of the State Communal State Enterprise "Nursery-Kindergarten" and her deputy for economic affairs. They were accused of embezzlement and misappropriation of entrusted property worth over 13 million tenge.
In September, in the Ulytau region, an accountant from a nursery-kindergarten was convicted for inflating her own salary from 2021 to 2023. Over 3 years, she transferred more than 15 million tenge to her personal account.
In June, it was reported that in the East Kazakhstan region, an accountant from the "Katyusha" kindergarten had been overpaying herself salary amounts for three years. In total, she transferred more than 12 million tenge to her accounts.
In May, the Zhanaozen prosecutor's office uncovered the theft of budget funds by an accountant from two state kindergartens. She transferred 30 million tenge to herself.
In March, it became known that in Pavlodar, the director of a nursery-kindergarten, in collusion with an accountant, committed theft of nearly 63 million tenge. The court found them guilty and sentenced them to 7 years in prison.
