Sports crisis in Kostanay Region: what coaches are complaining about

A complaint was lodged with the anonymous bot of the FBRC regarding the activities of the Department of Physical Culture and Sports of the Akimat of Kostanay Region

The source reports that several heads have come and gone in the department over a short period. However, none of them managed to turn their grand promises into reality. 

It is noted that staff turnover in the state institution leads to delays in the work of sports organisations, and the department itself, according to the source, “is involved in everything under the sun, but not sport”. At the same time, the region’s sporting problems deserve close attention from the department. 

As of today, Kostanay Region is one of two regions across Kazakhstan where there is no sports boarding school. According to the source, there is also no sports dispensary in the region, and as for the rest, it goes without saying. 

The author of the appeal notes that this state of affairs forces young athletes to continue their sporting careers in other regions or to end their sporting activities altogether. 

Furthermore, the source complains about numerous bans imposed by the department. In particular, a ban on holding home training camps. At the same time, the source claims that city sports facilities are capable of hosting camps for teams of any level, up to and including the national team.

“So it turns out it is cheaper to spend money on travel, daily allowances, and accommodation to hold camps in another region than to pay only for the meals of local Kostanay residents on site.”

According to the source, the department bans taking beginner-level athletes to national championships, and also bans holding regional championships unless at least five districts are gathered, which negatively affects the development of sport in the region. 

According to the source, instead of developing sport, the department is mainly engaged in its digitalisation. The department is offering an alternative to the government services portal in the form of a new programme called “Meteor”, and, according to the source, this is being done by order.

“All athletes enrolled in sports schools must be re-enrolled using this new programme. Athletes will also need to obtain a QR code, which will serve as a pass to enter the gym for training.”

The parents of young athletes are apparently not very happy with this innovation, as now, to get into a section, they need to collect a pile of documents: a medical certificate of a strictly established form, a notarised power of attorney for the right to accompany the child to the place of camp or competition, the right to receive funds for food, accommodation and travel, a power of attorney for the right to provide doping samples, and much more. 

The new system, according to the author of the message, also makes the work of coaches more difficult.

“With all this bureaucracy, sport has become invisible and unimportant – the value of a coach, head of studies, or director of a youth sports school is judged by timely and well-formatted reports.”

The editorial board of the FBRC intends to find out how much money was spent on the development and implementation of the new programme ‘Meteor’.
