New boiler installations in Bozshakol threaten new accidents due to incorrect fitting.

In the village of Bozshakol, Pavlodar Region, last year two boilers manufactured by Peschansky RMZ LLP (Peschansky Repair and Mechanical Plant) failed in the boiler house due to incorrect installation, and in October of this year, another two failed. 

According to Ratel.kz, at the beginning of 2022, the State Institution "Department of Architecture, Construction, Housing and Communal Services, Passenger Transport and Highways of the Akimat of Ekibastuz" undertook a major overhaul of the central boiler house in Bozshakol costing 214 million tenge. The contractor was KazEuroStroy LLP.

The company purchased three Karaganda-made hot water boilers, but they proved to be insufficiently powerful and during the heating period could not raise the output temperature above 54 degrees

Due to complaints from villagers in January 2023, KazEuroStroy LLP purchased two more boiler units manufactured by Peschansky RMZ LLP. They had sufficient capacity, but were connected incorrectly. 

"The pressure supplied should have been no more than 2.5 kg/cm2, but they supplied 4.2 kg/cm2. The boilers ruptured. They were welded shut, but, unfortunately, during preparations for the current heating season, it turned out that the boilers were still leaking", the report states.

Meanwhile, Alibek Ongonusov, the akim of the Tort-Kuduk Rural District, which includes the village of Bozshakol, is refusing to take this boiler house onto his balance sheet. 

He said that this year the akim of Ekibastuz, Ayan Beisekin, allocated an additional 26 million tenge for its reconstruction. Later, another contractor - KromDel LLP - purchased two more boilers from Peschansky RMZ LLP.

In turn, the director of the repair plant, Yusup Alekparov, warned the akim of Ekibastuz and the management of the new contractor organisation about a possible upcoming accident at the boiler house.

According to him, on 19 August of this year, his expert travelled to the central boiler house in the village of Bozshakol to monitor the installation of the boilers in order to ensure the safety of their operation.

A visual inspection revealed that the boilers were installed using a bespoke scheme not provided for in the technical documentation approved by the manufacturer.

The expert concluded that this could lead to the failure of the heating boiler due to excessive pressure.

"Based on the foregoing, we bring to your attention that exceeding the permissible pressure will lead to damage to the boiler structure, i.e., rupture of welds, deflection of the spheres, and explosion of the boiler. Further operation under this scheme is strictly prohibited", the conclusion states.

Furthermore, Alekparov stated that the diameter of the flue pipes in the boiler house does not meet the standard and that there are no smoke exhaust fans.
