A land plot worth 1.6 billion tenge has been seized from Atyrau Neftekhim LLP, which is controlled by the Russian holding PJSC SIBUR and the Kazakh company Almex Petrochemical, owned by Timur Kulibayev. This was reported on 4 August by the prosecutor's office of the Atyrau region.

According to ORDA, the plot covering 106 hectares is located within the special economic zone (SEZ) National Industrial Petrochemical Technopark.

The land was returned to state ownership through the termination of a trust management agreement, due to the plot not being developed and obligations not being fulfilled. Furthermore, Atyrau Neftekhim LLP has been removed from the list of SEZ participants.

In addition to this plot, the prosecutor's office of the Atyrau region reported the return of another 16 unused plots in the region, totalling 31,400 hectares and valued at 196 million tenge.

It has become known that Atyrau Neftekhim LLP is owned by two shareholders: the Russian PJSC SIBUR Holding and Almex Petrochemical LLP. According to open sources, the latter is registered to Joint Technologies LLP, whose owner is Timur Kulibayev.

The businessman holds this asset through Kipros LLP — a structure that has previously been involved in major oil and gas industry projects. Raushan Sagdieva, Kulibayev's long-time business partner, is also listed as a co-owner of Kipros.

It is worth recalling that in April the Supreme Court ordered the seizure of a land plot in Atyrau belonging to the company Kipros, due to years of non-use. The plot in question measured 0.3 hectares on the embankment of the Ural River. Kulibayev's company had owned the plot since 2014 but had never started construction.
