The President of Kyrgyzstan Sadyr Japarov has commented on the detention of employees of the state agency “UNAA”, who are suspected of selling driving licences.
According to Kabar.kg, the head of the state agency “UNAA”, Rustam Dzhokoev, and about ten of his subordinates were detained in the agency's building.
“From my first days as president, I stated that rights should not be sold. You all know very well that before 2020, a driving licence could be bought for 15-20 thousand soms. When I first took up my duties, I asked myself who could head this sector, and I appointed Rustam Dzhokoev to this position”, the President of the Kyrgyz Republic said.
According to Japarov, Dzhokoev initially proved himself to be a conscientious employee. The President said that he paid him $2,000 each month from his own sponsorship fund.
“I decided to strengthen control in this sector even further and, inviting him to see me, instructed him: ‘If you are clean, then your subordinates will also work that way, so work honestly. If your salary is not enough to live on, then I am ready to allocate $2,000 from my sponsorship fund as financial assistance.’ On this we agreed, and he promised to work honestly. I allocated this sum to him every month”, the statement reads.
Sadyr Japarov noted that he helps about 40 managers, because their salaries are indeed small.
“If you ask why I provide this financial assistance, I will answer: so that they do not steal, and so that there is order, and so that they work honestly. Among them is the head of ‘UNAA’, who was detained. Perhaps he was detained unjustly; at first I even assumed this and personally began to investigate the reason for the detention. As it turned out, a corrupt scheme for selling driving licences had been created there”, the statement reads.
