The President of JSC "Ońtústik Munaıgaz" Andrey Shilkov has been found guilty by the court of embezzlement and misappropriation of property, tax evasion, and arbitrariness. The court sentenced him to 8 years' imprisonment and disqualification from holding managerial positions for 5 years. The issue of compensation for damages is being considered in civil proceedings.
HOW THE CASE DEVELOPED
Andrey Shilkov, born in 1973, held the position of President of the joint-stock company "Ońtústik Munaıgaz" from the beginning of 2021 to 2024. The company provides services for oil and natural gas extraction, including organising transport for drilling and related work. Over the last five years, the company contributed more than 3 billion tenge in taxes, reports Hronika.kz.
According to the investigation, Shilkov, using his official position, entered into formal contracts for transport services and vehicle rental with individual entrepreneurs who did not actually carry out the stipulated work. As a result, funds totalling 1,249,250,253.44 tenge were transferred from the company.
Furthermore, the investigation claims Shilkov paid salaries to "dead souls" — people who did not actually work for the company. The sum of these payments amounted to 7,908,722.09 tenge, bringing the total amount of embezzlement and misappropriation to 1,257,158,975.53 tenge.
The investigation also indicates that Shilkov engaged in arbitrariness outside the company's core activities. Together with partners, he opened a showroom selling branded Italian furniture. Later, it is alleged, Shilkov changed the locks on the shop and took all the goods, causing damage to the partners amounting to 190,211,175 tenge.
Additionally, during his time at JSC "Ońtústik Munaıgaz", Shilkov submitted tax returns with deliberately distorted data, which, according to the investigation, led to non-payment of corporate income tax totalling 239,091,801 tenge.
REACTION OF THE ACCUSED AND RELATIVES
In court, Andrey Shilkov disagreed with the charges brought against him. He stated that he had become a victim of intrigue and deception on the part of his business partners. Relatives also spoke of a possible hostile takeover of the business. The court took a critical view of this testimony and considered all counts of the indictment proven.
CONSEQUENCES OF THE VERDICT
The court found Andrey Shilkov guilty on three counts: embezzlement and misappropriation of property, tax evasion, and arbitrariness. For the totality of the crimes, he was sentenced to 8 years' imprisonment to be served in a medium-security institution and disqualified from holding managerial positions in commercial organisations in the drilling industry for a period of 5 years.
