Residents of Kostanay are complaining about the state of the embankment, which cost 2.13 billion tenge. The improvement project is planned over several years, but while one part is being completed, another has already begun to deteriorate.
According to Informburo.kz, the brickwork of the embankment was done as if cement was in short supply, and the paving stones have completely collapsed - in several places.
Last spring, during flooding, the triathlon park was completely submerged. Work to continue improving the embankment could only resume after the Tobol River returned to its channel.
"The embankment is in a terrible state. It looks as if it was built five years ago - everything has caved in, all the paving stones have collapsed," local residents report.
At the local housing and utilities department, they said the contractor from Almaty was supposed to have completed the project by autumn last year but did not meet the deadline.
The cost of the project amounted to 2.13 billion tenge. This includes the construction of a retaining wall stretching 570 metres and the installation of 12 children's and sports playgrounds. The company has one more month to finish the improvement works and correct the defects.
"The paving work for this project was partially carried out during the winter period. As a result, when warmer weather arrived, some of the paving stones began to collapse. The total area affected accounts for 10% of the overall area," said Nurdaulet Beisenov, head of the sector at the housing and utilities department.
In turn, the city administration stated that the project is 95% complete, and after it is put into operation, the contractor will be under warranty obligations for a further three years.
