Deputy akim of the Irtysh district of Pavlodar region Roza Akanova was given an apartment intended for an orphan.
According to the MIA "Kazinform", the head of the district's real economy sector Kairulla Yeleukenov made the decision to provide the housing independently. The situation was reviewed by the ethics council.
As reported at the council meeting, Roza Akanova was appointed to the position of deputy akim of the Irtysh district in February. Before that, she had worked for a long time as deputy head of the education department of Pavlodar region and lived in the regional centre. After the new appointment, she needed to relocate and find housing.
According to Kairulla Yeleukenov, he took the initiative to accommodate the new deputy akim.
"Facts of illegal provision of housing to persons not belonging to the category of socially vulnerable segments of the population have been identified. For example, in the apartment at the address Irtyshsk village, Mutkenov Street, building 32, apartment 10, intended for provision to socially vulnerable segments of the population, the deputy akim of the district Akanova Roza Kabibullovna resides," the prosecutor reported at the ethics council.
It has become known that the housing is officially assigned to an orphan girl with the surname Baspanova.
"She hasn't lived in this house for over a year. It turns out all the utility bills, all the rent there were going, so I decided to give the keys temporarily to Akanova Roza Kabibullovna, as there was no housing in the district," Yeleukenov replied.
According to supervisory authorities, this is not an isolated case — previously, housing was also given to persons who were not entitled to it. Furthermore, the district has 14 vacant apartments in its inventory which, for unknown reasons, are not being distributed among those in need.
Members of the ethics council noted that the provision of service housing must occur strictly within the framework of the law. At the same time, they took into account that the deputy akim lived in the apartment for a short time, and recommended imposing a disciplinary penalty on Kairulla Yeleukenov in the form of a warning of incomplete official compliance.
