A official illegally lived in an orphaned child's flat in the Akmola Region for three years

The Prosecutor's Office of Akmola Region has presented the results of inspections into compliance with the rights of orphaned children and children left without parental care. According to the supervisory authority, local executive bodies committed numerous violations of minors' housing and social rights.

As reported by the department's press service, the analysis revealed cases of unlawful removal of 138 orphaned children from the housing waiting list. A further 21 children were placed on the list in violation of the established deadlines. Additionally, two foster children lived with a guardian without a signed agreement, which contradicts legal requirements.

The issues also affected property matters. In the Burabay District, due to the untimely imposition of an encumbrance on the property, an outsider who is a defendant in a criminal case moved unlawfully into the heirs' home. The property was later returned to the heirs.

In the Sandyktau District, prosecutors established that in an apartment intended for an orphaned child, the head of a state institution had lived for three years. Following prosecutorial measures, the housing was transferred to the legal recipient.

It is noted that such cases are not isolated. Under supervisory acts, 10 officials were brought to disciplinary responsibility. One manager was removed from their post, and another was dismissed.

Following the board meeting, the regional prosecutor issued instructions and recommendations aimed at strengthening oversight and protecting the rights of orphaned children.

Recall that in May, it was reported that in the Aiyrtau District of the North Kazakhstan Region, an outsider was moved into the homes of children left without parental care, and from August 2024, they lived there without any legal basis.
 
At the same time, in the Mamlyut District, outsiders also lived unlawfully in two council flats intended for orphaned children.

In early September, the prosecutor's office of the Karmakshy District of the Kyzylorda Region identified violations in the provision of housing for orphaned children and children left without parental care. It was reported that local executive bodies had allowed children to be removed from the housing waiting list.
