Earlier this year, the editorial board of FBRK wrote that the Ministry of Water Resources and Irrigation intends to conduct an audit of the state enterprises «Kazvodkhoz» and «Nurinsky Group Water Pipeline».
The editorial board obtained information that the audit of the «Nurinsky Group Water Pipeline» revealed violations in public procurement.
As we have learned, the inspection showed that the general director of the enterprise, Gamzat Sagandykov, accepted an unfinished construction project.
Consequently, the damage to the state amounted to more than 40.5 million tenge.
In 2022, «Nurinsky Group Water Pipeline» announced an open tender for the provision of services for the repair of a dormitory for shift workers in the village of Korgantas, Shal Akyn district, North Kazakhstan region, and the roof of a pumping station in the village of Kenesary, Burabay district, Akmola region.
On 21 October of the same year, based on the tender results, the enterprise entered into a contract with LLP «Euro-Құrylys» for the amount of more than 38 million tenge.
Incidentally, «Euro-Құrylys» was a party to 13 court proceedings, including disputes related to violations of legislation in the field of public procurement. The company has a high degree of risk regarding tax obligations.
The supplier was given three months to complete the project.
However, a few weeks before the deadline, the parties concluded an additional agreement, increasing the amount of the main contract almost 1.5 times.
Thus, when the construction work should have been nearing completion, the contract amount stood at approximately 60 million tenge.
In January 2024, during an inspection, it was discovered that the data on the volume of accepted work significantly differed from the actual volume.
The inspection established the acceptance of unperformed work on electricity supply, heating, water supply, and sewerage.
It should be emphasised that the audit took place at the beginning of the year, but the case regarding the violation of legislation in the field of public procurement was not referred to law enforcement agencies.
Is the Ministry of Water Resources afraid of yet another scandal?
Let us recall that in April of this year, the President mentioned the need for reorganisation of the entire water management system, including, of course, the «Nurinsky Group Water Pipeline».
And judging by the described situation, reorganisation is needed as soon as possible.
