<p>The Ministry of Finance of the Republic of Kazakhstan has identified illegal dividend payments worth 6.8 billion tenge at Almaty Airport.</p>

At Almaty International Airport, illegal dividend payments totalling 6.8 billion tenge were identified, paid to a legal entity without shareholder status. The audit was carried out by the Internal State Audit Committee of the Ministry of Finance. Following the inspection, the funds were fully returned to the airport’s account.

HOW THE VIOLATION WAS DETECTED

During a preventive control exercise, the committee established that dividends had been transferred to a legal entity not entitled to receive such payments. This affected the financial stability of the strategic facility, potentially reducing its assets and development capabilities.

RESPONSE AND MEASURES

All funds have been returned to the airport’s account. They will be used for the development of the facility, improvement of service quality, and passenger comfort.

EFFECTIVENESS OF THE NEW APPROACH

According to the chairman of the Internal State Audit Committee, Yerzhan Mynzhasarov, thanks to new control methodologies introduced in 2025, the body’s work has become more targeted. 

Control is now focused on high-risk areas, which has led to increased inspection effectiveness: the number of inspections fell by 22%, while the total value of detected violations rose by 36%. Over the past year, more than 400 billion tenge was returned to the budget, and 1.2 billion tenge in fines were collected.

Recall that earlier, the FBRK reported that an investigation into a corruption incident at Almaty Airport resulted in criminal proceedings against a security officer who had received money from a colleague. The precise circumstances of the transfer of funds are not specified in the materials.
