After our publication about the southern regions refusing to provide data on the largest land users, the Almaty branch of the NJSC «State Corporation «Government for Citizens» did, in response to our complaint, send us the requested information.
Recall that previously we looked in detail at the lands of the latifundists in Pavlodar, Kostanay, Akmola, North Kazakhstan, Karaganda and East Kazakhstan regions and their dynamics over the last few years. However, we noted that the southern regions refused to provide data.
From all the previously mentioned regions, we requested a list of the largest land users by area. Initially, the FBRK editorial office sent appeals to the regional akimats, which then decided which department would be responsible for answering our request.
The Almaty branch of the NJSC «GC «Government for Citizens» compiled information on the owners of the largest land plots, which, in our opinion, is not entirely correct, as the total area of a latifundist's holdings might consist of the areas of several, not necessarily the largest, plots.
Also, according to the branch, no dynamics of change in area over the last few years were identified for these land plots. At the same time, referring to the Land Code of the Republic of Kazakhstan, the state corporation reminded us again that data on land plots is provided on a fee basis.
Despite all the inconsistencies, we analysed the data received from the branch. 
«OTES» AGRICULTURAL FIRM LLP
«Otes» Agricultural Firm LLP (raising other cattle and buffalo), occupying about 80 thousand hectares in the Almaty region, was registered in 1995. The first head and one of the founders is Tileubek Shabanbayev, co-founders: Yelnar Baykharashev, Duysengali Taishygulov.
The LLP has a high degree of risk regarding tax obligations. For 2023, the company paid 549 thousand tenge in taxes (in 2022 – 965 thousand tenge, in 2021 – 5.1 million tenge, in 2020 – 395 thousand tenge).
According to Kompra.kz, «Otes» Agricultural Firm LLP has a debt under enforcement proceedings before JSC «Agrarian Credit Corporation», JSC «KazAgroFinance», JSC «KazAgroProduct» and second-tier banks in the amount of 11.5 billion tenge and 9 prohibitions on registration actions since September 2016.
«RAKHAT TOUR» LLP
«Rakhat Tour» LLP (rental of other machinery, equipment and tangible assets) was registered in 1999. The first head is Bauyrzhan Duisebalin, founder - Zhasulan Seidakhmetov.
The LLP has a low degree of risk regarding tax obligations. For 2023, the company paid 15 million tenge in taxes (in 2022 – 12.1 million tenge, in 2021 – 12.2 million tenge, in 2020 – 9.4 million tenge). At the same time, the LLP has a tax debt for the use of wildlife amounting to 547 thousand tenge.
«KURTI-SAYAKHAT» LLP
«Kurti-Sayakhat» LLP (growing grain and leguminous crops, including seed production), occupying 24.6 thousand hectares in the Almaty region, was registered in 2007. The first head is Yerzhan Kamalbayev, founder - Yerlan Aryzbayev.
The LLP has a low degree of risk regarding tax obligations. For 2023, the company paid 598 thousand tenge in taxes (in 2022 – 1.7 million tenge, in 2021 – 1.5 million tenge, in 2020 – 737 thousand tenge).
«BIRLIK» AGRICULTURAL FIRM LLP
«Birlik» Agricultural Firm LLP (growing grain and leguminous crops, including seed production) was registered in 2001. The first head is Almas Kystaubayev, founders: AbdiZhappar Kystaubayev, Sauykkul Uitkybayeva.
The LLP has an average degree of risk regarding tax obligations. For 2023, the company paid 22.3 million tenge in taxes (in 2022 – 23.3 million tenge, in 2021 – 29.8 million tenge, in 2020 – 20.5 million tenge).
«SHAE KAZYBEK BEK» LLP
«Shae Kazybek Bek» LLP (mixed farming) was registered in 2002. The first head is the previously mentioned Yerzhan Kamalbayev, founder - Anar Musakhanova.
The LLP has an average degree of risk regarding tax obligations. For 2023, the company paid 2 million tenge in taxes (in 2022 – 1.7 million tenge, in 2021 – 1.6 million tenge, in 2020 – 1.5 million tenge).
«BAISERKE-AGRO» LLP
«Baiserke-Agro» LLP (mixed farming) was registered in 2002. The first head is Alexander Pak, founder - Saule Zhumabekova. The LLP has an average degree of risk regarding tax obligations. For 2023, the company paid 88.7 million tenge in taxes (in 2022 – 135.2 million tenge, in 2021 – 62.2 million tenge, in 2020 – 79.8 million tenge).
«TB GROUP PLUS» LLP
«Tb Group Plus» LLP (mixed farming) was registered in 2018. The first head and one of the founders is Yerkin Alimkulov, co-founder - Kerim Akshalov. For unknown reasons, information on tax payments by this company is absent.
«ALMATY BREEDING FARM» APC
Agricultural Production Cooperative «Almaty Breeding Farm» (raising dairy cattle) was registered in 1993. The first head is Rustem Akhmetzhanov, founders: Bakyt Ataibekov, Bakytnur Bakytuly and «Agro-Food» LLP.
APC «Almaty Breeding Farm» has an average degree of risk regarding tax obligations. For 2023, the company paid 67.4 million tenge in taxes (in 2022 – 92 million tenge, in 2021 – 70.1 million tenge, in 2020 – 66.4 million tenge).
And we remind you that, meanwhile, the FBRK editorial office is preparing material on the number of available pastures in the regions of Kazakhstan at the end of 2023, taking into account the area of plots seized under the «Zher Amanaty» project.
