Latifundists of Kazakhstan. Chapter 6: East Kazakhstan Region (Part 1)

The FBRC editorial team continues to analyse the dynamics of Kazakhstan's largest land users in order to determine how much agricultural land has been seized from them recently.

Let us remind you that we have been receiving numerous complaints from various regions that land seizures are happening to small and medium-sized farms, while efforts should have been directed at seizing the territories of latifundists.

The body directly responsible for this procedure is the Committee for Land Resources Management. Having examined the territories of Pavlodar, Kostanay, Akmola, North Kazakhstan and Karaganda regions we concluded that no significant changes have occurred in the areas held by latifundists.

In connection with this, we are trying to understand in whose interests the CLRM is conducting the land seizure work. In this article, we will begin examining the land users of the East Kazakhstan region.

We have previously written that departments often provide us with incorrect data on land users. Note that the Department of Land Relations of the East Kazakhstan region inaccurately indicated the names of almost every company, which complicated the search for information. Despite this, we still managed to sort it out.



LLP «FARM BAGRATION VVG»

LLP «Farm Bagration VVG» (cultivation of oilseeds and their seeds), occupying 73.7 thousand hectares of share land in the East Kazakhstan region, was registered in 2004. The first director and one of the founders is Vasily Voropay. The company has more than 200 founders, presumably shareholders.

According to Kompra.kz, 81-year-old Vasily Voropay is also a member of the Republican Chamber «Maral Breeding (Deer Farming)» and owns IE «Farm Bagration-2».

LLP «Farm Bagration VVG» has an average risk level regarding tax obligations. For 2023, the company paid 33.1 million tenge in taxes (in 2022 – 31.9 million tenge, in 2021 – 23.8 million tenge, in 2020 – 25.5 million tenge).

LLP «VYDRIKHINSKOYE»

LLP «Vydrikhinskoye» (cultivation of cereals and legumes, including seed production), occupying 21.1 thousand hectares of share land in the East Kazakhstan region, was registered in 2004. The first director is Alexander Belkin. The company has more than 940 shareholders.

The LLP has an average risk level regarding tax obligations. For 2023, the company paid 204.1 million tenge in taxes (in 2022 – 332.9 million tenge, in 2021 – 265 million tenge, in 2020 – 130.6 million tenge).

LLP «NIVY CHAPAYEVO»

LLP «Nivy Chapayevo» (cultivation of cereals and legumes, including seed production), occupying 18.7 thousand hectares of share land in the East Kazakhstan region, was registered in 2002. The first director is Zhanatbek Bugubayev. The company has more than 620 shareholders. Bugubayev is also a member of the Consumer Cooperative «Raduga-D».

The LLP has an average risk level regarding tax obligations. For 2023, the company paid 143.8 million tenge in taxes (in 2022 – 160.8 million tenge, in 2021 – 135.2 million tenge, in 2020 – 83.1 million tenge).

LLP «NIKOLSK 1»

LLP «Nikolsk 1» (cultivation of cereals and legumes, including seed production), occupying 18.1 thousand hectares of share land in the East Kazakhstan region, was registered in 2008. The first director is Madisha Saylaubayeva. The company has about 300 shareholders.

The LLP has an average risk level regarding tax obligations. For 2023, the company paid 53.1 million tenge in taxes (in 2022 – 69.3 million tenge, in 2021 – 34.1 million tenge, in 2020 – 29.1 million tenge).

LLP «BORODINO»

LLP «Borodino» (cultivation of cereals and legumes, including seed production), occupying 18 thousand hectares of share land in the East Kazakhstan region, was registered in 2002. The first director is Kairat Bukezhanov. The company has about 200 shareholders.

The LLP has an average risk level regarding tax obligations. For 2023, the company paid 22 million tenge in taxes (in 2022 – 35.4 million tenge, in 2021 – 11.8 million tenge, in 2020 – 9.5 million tenge).
