Latifundists of Kazakhstan. Chapter 7: The South

At the end of 2023, the editorial team of FBRK conducted a major analysis of the dynamics of the largest land users in Kazakhstan. Our goal was to find out how much agricultural land had been confiscated from latifundists in recent times.

Let us remind you, we are receiving numerous complaints from various regions that land confiscation is happening to small and medium-sized farms, while the work should have been aimed at confiscating territories from latifundists.

The body directly responsible for this procedure is the Committee for Land Resources Management. Having reviewed the territories of the main grain-growing regions, we concluded that no significant changes have occurred in the areas owned by latifundists.

It is also worth noting that the southern regions refused to provide data on the largest land users.

In particular, the branch of the NJSC «SC «Government for Citizens» for the Zhambyl Region stated that information from the land cadastre, which does not contain state secrets or other restrictions, is publicly available and is provided to interested parties on a fee basis.

In addition, the branch in its response referred to the Law on Personal Data and its Protection, and informed us that for the information we were interested in, we should contact the Department of Land Relations of the Zhambyl Region.

Furthermore, the state corporation noted that if we intend to obtain data directly from the AIS SLC, permission from the Committee for Land Resources Management is required.

The branch of the NJSC «SC «Government for Citizens» for the Zhetysu Region similarly, in its refusal, referred to the Law on Personal Data and the Law on State Registration of Rights to Real Estate.

In addition, the state corporation reminded us of the existence of a poorly functioning information system «Unified State Real Estate Cadastre», which has a cadastral map where we supposedly can obtain the necessary information about land plots.

The Department of Land Relations of the Almaty Region also referred to the Land Code of the Republic of Kazakhstan and the provision of publicly available information on a fee basis and, like the Department of Land Relations of Shymkent, recommended that we contact the regional branches of the NJSC «SC «Government for Citizens».

It is worth noting that initially, the editorial team of FBRK sent requests to the regional akimats, which then distributed them to determine which body would respond to our query.

The heads of the southern regions, as before, have their own unique approach to work. Meanwhile, the northern regions unconditionally provided data on land users. It seems that in the south of Kazakhstan, there are their own rules for providing information. And even our official complaints do not hinder them.

Let us remind you, we previously reviewed in detail the territories of the largest land users in the Pavlodar, Kostanay, Akmola, North Kazakhstan, Karaganda and East Kazakhstan regions and their dynamics over the last few years.

Based on this, we concluded that no global changes have occurred in the areas of latifundists, and some of them have even acquired additional hectares.

Meanwhile, the editorial team of FBRK is preparing material on the number of free pastures in the regions of Kazakhstan at the end of 2023, taking into account the area of plots confiscated under the «Zher Amanaty» project.
