The Rakhmanovskiye Klyuchi sanatorium, which previously belonged to the former chairman of the board of directors of Asia – Bipek Avto Anatoly Balushkin, has been transferred to the balance sheet of state authorities.
According to the press service of the East Kazakhstan region akimat, the sanatorium is now on the balance sheet of the regional Department of Entrepreneurship and Industrial and Innovative Development.
"The auction took place on 22 August. A commission consisting of representatives from interested state authorities has left to accept the facility. There are no plans to transfer the sanatorium to foreign companies.", said the head of the department, Ardak Madiev.
It may be recalled that earlier, on the trading platform for the sale of state property, an auction was held for the Rakhmanovskiye Klyuchi sanatorium, located in the Katon-Karagay district, 450 km from Ust-Kamenogorsk. It covers a total area of 7091.3 sq m. The cost of the entire complex was 1.6 billion tenge.
In early August, it became known that a trial in absentia had begun in Ust-Kamenogorsk regarding the main shareholder and chairman of Asia Avto – Bipek Avto JSC Anatoly Balushkin.
It was reported that in 2020, the authorities terminated the contract with the company and demanded the return of government-allocated funds amounting to 174 billion tenge. It is alleged that its representatives failed to fulfil obligations regarding the industrial assembly of cars. The company received benefits totalling this amount over 10 years.
In December 2022, one of the top managers of Asia-Bipek AVTO was detained in Prague, though it was not reported who exactly; instead, it was recalled that on 12 August 2021, Balushkin had been placed on the wanted list, and a court had authorised his arrest in absentia under Article 190, Part 4 of the Criminal Code of the Republic of Kazakhstan - fraud.
Later, private bailiffs of the East Kazakhstan region put up for auction the building complex of the car assembly plant in Ust-Kamenogorsk, which Anatoly Balushkin built in the early 2000s.
