Bidding took place on the state property sales platform for the Rakhmanovskiye Klyuchi sanatorium in the East Kazakhstan region.
According to the Kazinform media agency, the complex was owned by the holding company Bipek Avto. Its former owner was previously accused of fraud.
It is reported that the sanatorium is located in the Katon-Karagay district, 450 km from Ust-Kamenogorsk. It covers a total area of 7,091.3 square metres. The entire complex was valued at 1.6 billion tenge. It is noted that the facility has not been open to guests since 2021.
"Rakhmanovskiye Klyuchi first opened back in 1964 and was originally intended for treatment using mineral waters. The complex features standard two-storey cottages accommodating 15 people, five single-storey semi-luxury cottages for 1-3 people, two treatment complexes, a canteen with a mansard roof, a laundry, a coffee bar, a shop, a restaurant with two terraces, a bathhouse, a bakery, a petrol station, and a mosque with two gazebos.", the announcement states.
It will be recalled that in early August, it became known that a trial in absentia had begun in Ust-Kamenogorsk regarding the main shareholder and chairman of Asia Avto – Bipek Avto JSC, Anatoly Balushkin.
It was reported that in 2020, the authorities terminated the contract with the company and demanded the return of government-allocated funds amounting to 174 billion tenge. Allegedly, its representatives failed to fulfil obligations concerning the industrial assembly of cars. The company had received tax breaks totalling that amount over 10 years.
In December 2022, one of the top managers of Asia-Bipek AVTO was detained in Prague, though it was not reported who exactly, only that on 12 August 2021, Balushkin had been placed on the wanted list, and a court had authorised his arrest in absentia under Article 190, Part 4, of the Criminal Code of the Republic of Kazakhstan – fraud.
Later, private bailiffs in the East Kazakhstan region put up for auction the complex of buildings of the car assembly plant in Ust-Kamenogorsk, which Anatoly Balushkin built in the early 2000s. A railway siding had been laid to it.
