Kazakhstanis who have had access to state secrets are to be subject to administrative liability for unauthorised travel abroad.
According to Informburo.kz, the relevant amendment was initiated by the KNB.
"Part two of Article 504 of the Code of Administrative Offences provides for administrative liability for violation of the established requirements for ensuring the secrecy regime by persons authorised to work with state secrets or their carriers, if these actions do not contain signs of a criminally punishable act", the statement reads.
Currently, this article applies only to persons authorised to work with state secrets, but is not applicable to persons who were previously authorised. The proposed amendment would also bring those who previously had access to justice.
"Also, the National Security Committee, in order to eliminate the threat of leakage of state secrets or loss of their carriers, is working on the issue of strengthening liability for violations in the field of technical protection of secret information and systematic violations of the secrecy regime, as well as failure by authorised persons and managers to take measures to eliminate previously identified violations. It seems expedient to implement these amendments in the form of separate parts of Article 504 of the Code of Administrative Offences with an increase in the amount of the imposed fine", the statement reads.
Recall that in June, an employee of the Agency for Financial Monitoring (AFM) in Shymkent was sentenced to 5 years in prison for disclosing state secrets. During the trial, the prosecutor presented evidence that the defendant had passed secret information to third parties for a year.
