On 16 May Nurlan Nogayev left his post as akim of the Mangystau region. He served in the position for 2 years and 8 months. The media decided to recall which problems he managed to solve and which he did not.
According to lada.kz, 3 months after Nogayev's appointment, the January events occurred. Unlike in other regions of Kazakhstan, Mangystau managed to avoid casualties and attacks on state facilities.
Negotiations with the protesting residents of the region lasted several days. It is reported that the akim repeatedly engaged in dialogue with people in both Zhanaozen and Aktau, which helped keep the situation under control.
One of the most discussed problems in the region in 2022 was the shortage of drinking water. At that time, the reconstruction of the Astrakhan-Mangystau water pipeline was launched in the region, and a new desalination plant was started at the Karazhanbas field.
In addition, the head of the region reached an agreement with a German-Swedish group of companies to build a seawater desalination plant, and also signed a memorandum with the Freedom group of companies on the construction of a pumping station and water supply networks from the desalination plant.
However, in the summer of 2023, residents of Mangystau faced interruptions in electricity and drinking water. At that time, a poster reading "Nogayev, where is the water?" addressed to the region's akim appeared on a residential building in the 4th microdistrict of Aktau. Also, in the akimat's Telegram chat, residents mass-complained about the lack of drinking and hot water. In response, the head of the region reacted to the residents' appeal, and the pump defect in that building was fixed, and the water supply system was restored.
While serving as akim of the region, Nogayev repeatedly stated that the water problem in the Mangystau region would be solved in 2025. It is noted that during his tenure as akim, he managed to initiate 9 projects aimed at solving the water shortage problem. The implementation of these projects, with a total capacity of 286 thousand cubic metres of water per day, is being carried out in stages and is expected to be completed by 2025. It is planned that this year the region's water deficit level will decrease from 77 thousand cubic metres per day to 11 thousand.
Incidentally, around the same time, the head of the region gave an interview to journalist Askhat Niyazov, in which he spoke in detail about the problem with water and electricity, and also shared plans for developing the coastline. Notably, in the interview, Nogayev stated that he considered himself guilty in the situation with the shortage of drinking water in the region.
At the same time, against the backdrop of a sharp increase in prices for liquefied gas in 2022, which over 90% of local car owners use, the former head of the region decided to switch public transport to methane. As a result, in 2023, 30 new buses running on methane were purchased for the region. To supply the buses with this type of fuel, the region's first gas methane station was put into operation.
In the same year, Nurlan Nogayev took first place in the ranking of regional akims. However, at the beginning of 2024, Nurlan Nogayev dropped to fourth place. This may be linked to the mass death of swans on Lake Karakol and the prolonged strike by workers in Zhetybai.
Furthermore, the former head of the region repeatedly resolved the problems of shared-equity construction investors. As a result, under his leadership, the akimat achieved the demolition of 5 buildings through the court. A number of other properties are awaiting demolition by court order. It is also worth noting that Nogayev, while akim, secured the return of over 3 million hectares of land in Mangystau to state ownership.
