In Kostanay, former police officer Kusbek Zhakiyenov is attempting to challenge his dismissal through the courts, which relates to a road traffic accident in which the 15-year-old son of the head of the Kostanay Regional Police Department, Erlan Faizullin, was injured.
According to the Telegram channel "Halyqstan", Zhakiyenov was dismissed in October 2024 for a "discreditable act". According to the police leadership, he tried to obtain money from the person responsible for the accident – the akim (mayor) of the Oktyabrsky Rural District of the Kostanay Region, Azamat Alzhanov.
According to available information, Alzhanov, while driving an official vehicle, grazed a teenager crossing the road with his wing mirror in the centre of Kostanay. The victim turned out to be the son of the head of the regional police department.
Initial documentation was drawn up on the akim, a medical examination was conducted at the narcology clinic, and a written explanation of the incident was also obtained from him.
According to the investigation's version, Zhakiyenov contacted Alzhanov to find out if he had managed to "resolve the problem" and received a negative answer. After this, two messages mentioning the sum "150" (presumably thousand tenge) as a reward for "resolving the matter" were sent to the rural akim.
Despite the messages being deleted, the recipient managed to take screenshots, which were subsequently handed over to the police leadership.
"This was enough to establish a violation of the Code of Ethics of law enforcement agencies and to dismiss Zhakiyenov 'for the positive resolution of the road traffic accident issue, demonstrated insincerity during the internal investigation, and low moral and ethical qualities'", the message states.
Now Zhakiyenov, having turned to the court, is trying to prove his innocence. According to his assertion, he did not send messages of a corrupt nature, and the evidence base to establish his guilt is absent: no phonographic examination was carried out, and the screenshots of the correspondence were not properly attached to the case materials.
Zhakiyenov claims that the internal investigation was practically equated to a criminal case, which, however, was never opened. Currently, the story of the dismissal awaits consideration in the appellate court.
