In the city of Esil, during the construction of a 45-flat residential building, instances of signing certificates of completed work for unperformed work and payments from the budget totalling over 8.7 million tenge were identified. Following a prosecutor's inspection, the contractor was deemed an unscrupulous participant in public procurement, and the illegally paid funds were recovered by court order.
WHAT VIOLATIONS THE PROSECUTOR'S OFFICE IDENTIFIED
As reported by the prosecutor's office of Esil District, during an inspection of the construction of the 45-flat residential building, the illegal signing of certificates of completed work was established. The documents reflected work that had not actually been carried out in full.
This concerns, in particular, the absence of CCTV systems, internal finishing structures, sanitary fixtures and other elements. The total amount of funds paid from the budget for unperformed work exceeded 8.7 million tenge.
BREACH OF DEADLINES AND CONTRACT TERMS
The prosecutor's office also stated that the contracting organisation failed to comply with the terms of the concluded contract. As a result, the construction of the residential building was not completed within the established deadlines. As a result of the prosecutorial response measures taken, the contracting organisation was recognised as an unscrupulous participant in public procurement.
By a decision of the Specialised Inter-District Economic Court of Akmola Region, the illegally paid budgetary funds were recovered from the contractor.
