A lawyer has reported on a situation concerning an inspection carried out by the State Architectural and Construction Control Authority (SACCA) in the Almaty region.
On her Instagram page, she writes that on 25 November, SACCA chief specialist Daryn Turgynğali, along with a group of people who refused to identify themselves, demanded that documents be backdated — after the inspection deadline had passed.
The post states that on 17 November, at one of the construction sites, inspection reports were drawn up and signed with a note indicating no violations were found. According to the lawyer, the documents were handed over on the day of the inspection and signed by both parties within the required timeframe.
It is reported that the inspector later insisted on signing new documents containing different information, including the presence of violations. At the same time, the complainant was told that refusal would result in a fine.
Furthermore, the publication notes that Turgynğali is the director of the limited liability partnership "Stroy Group Alliance". The lawyer points out that this may conflict with the requirements of the Law of the Republic of Kazakhstan "On Combating Corruption", specifically Article 13, which prohibits civil servants from engaging in entrepreneurial activities, except in cases directly provided for by law.
The post also raises the issue of the presence during the inspection of a man who appears in promotional materials for the construction company. In this regard, the author of the post suggests that this individual may have influenced subsequent actions following the completion of the inspection and the signing of the documents.
