The issue of transferring four city polyclinics to trust management is being considered in Shymkent. The project is at the stage of coordination with the Ministry of Health.
According to Kazinform, these are Polyclinics No. 4, 9, 10 and 11. These medical facilities were built several decades ago and today they do not meet modern requirements for the quality and comfort of medical care.
According to the head of the city health department, Kairat Kalibekov, the building of Polyclinic No. 4 was erected in 1938, Polyclinic No. 9 was built between 1962 and 1964 using the ‘asar’ (collective participation) method, while four of its blocks are made of adobe and are not suitable for major repairs.
Polyclinic No. 10 was originally designed as a medical outpatient clinic and does not meet current standards. The building of Polyclinic No. 11 is in a similar condition.
The transfer of the facilities to trust management is seen as an alternative to major repairs or new construction funded by the budget. It is assumed that the management companies will take on the obligations to invest in the development of the polyclinics, with clearly defined investment volumes and implementation deadlines.
Currently, the terms of transfer, sources of financing and the format of participation for potential management companies are being clarified. There is already interest from the business community, but a final decision will be made following competitive procedures.
The health department noted that simultaneously financing the construction of new medical facilities and the modernisation of old ones from the budget is difficult. In the coming years, the construction of two polyclinics in new microdistricts of Shymkent is planned using the city budget.
At the same time, before the end of this year, it is planned to open 16 dental surgeries in schools in Shymkent, and a further 25 in 2026. In addition, on the basis of City Hospital No. 2, construction of a nephrology centre will begin under a public-private partnership, with commissioning scheduled for the end of the year.
Also in 2026, major repairs of City Hospital No. 3 and reconstruction of Building A1 of the City Diagnostic Centre are planned.
