To remind you, since January of this year, work has been underway in Kazakhstan to legalise foreign cars brought into the country before 1 September 2022. It was noted that the acceptance of applications for legalisation will be suspended from 1 July 2023.
Recently, Chairman of the Administrative Police Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan, Kaisar Sultanbayev, spoke about what measures will be taken against those who did not take advantage of the announced legalisation of foreign vehicles in time. It was reported that old insurance policies are only valid for one year, after which new ones will not be issued until the vehicle is fully registered.
"Anyone who wishes to register their car legally is given a deadline until 1 September. Otherwise, legal measures will be taken against them", summarised Kaisar Sultanbayev.
Meanwhile, information has been received by our editorial team regarding the activities of the company ICService, which, according to a source, is involved in the illegal registration of cars brought in from abroad.
As early as 2020, the FBEC editorial team began investigating a similar scheme involving the smuggling of cars from Russia, where sellers offered to pay the recycling fee and become a 'bona fide' buyer. Six months later, the DER in the North Kazakhstan Region detained a transnational group.
The source now cites as an example several cars that were customs cleared after 1 September 2022, yet for which the recycling fee and initial registration have not been paid, indicating that they have been registered illegally.


We have also been sent a photo of a Telegram message where, in a group called 'Auto Georgia' featuring the ICService company logo, a user named Altay offers vehicle legalisation services at prices below those set by law.

We are not claiming that the 'Auto Georgia' group belongs to ICService, but we have verified the company's activities and those of its owner.
WHAT IS KNOWN ABOUT THE OWNER OF ICSERVICE
The ICService company is engaged in car sales and has a medium risk rating regarding tax compliance. The owner of ICService is 34-year-old Altai Kopei.
During the preparation of this material, it emerged that in 2018, the Kopei couple organised a fundraiser for the cancer treatment of their young daughter, which is not in itself an illegal activity. However, while the media were publishing articles based on the Kopei couple's statements, forum users increasingly began to express doubts about the honesty of the girl's parents.
According to information from portals, funds were transferred by many citizens of Kazakhstan and even residents of other countries. Later, concerned individuals decided to inquire about where their charitable donations were going and requested documents confirming the diagnosis, reports on the girl's treatment expenses, and other paperwork.
However, in response, they received only rudeness and insults from the parents and unknown social media users, and consequently, were blocked. It is noted that during the fundraiser, as many as 14 bank account details of the Kopei family's relatives and acquaintances were provided. It should be noted that the child was indeed ill and has since recovered from the terrible disease. However, the behaviour of the parents during the fundraising for treatment was considered outrageous by many.
It was reported that the girl was treated first in Korea, then in the USA, a country where the Kopei family had long dreamed of moving to permanently. At the same time, social media users noticed that the couple, while complaining that they did not have enough money for their daughter's treatment, made expensive purchases of several cars, rented costly housing abroad, and generally lived quite comfortably.
Forum users also raised a number of questions regarding the treatment of the child at the first signs of symptoms and their subsequent upkeep during treatment. Furthermore, a separate Instagram account was created, which published negative comments made by the Kopei couple towards their benefactors throughout the entire fundraising period.
Based on all the evidence and publications from social networks, the impression is created that the Kopei family indeed profited from their child's illness. Consequently, it is not unlikely that Altai Kopei is well acquainted with fraudulent schemes, and that his company ICService is indeed involved in the illegal registration of cars in Kazakhstan.
