The Prosecutor's Office of the Medeu District of Almaty has found that the "Zhanuya" orphanage employed staff who had previously been criminally prosecuted for rape, domestic violence and fraud. In addition, two employees were registered with a drug treatment clinic.
According to the Telegram channel "HALYQSTAN", the institution is the only state-run orphanage in Almaty for children with intellectual disabilities. During an inspection, the prosecutor's office uncovered instances of employment of individuals who, by law, cannot work in the education sector.
It was revealed that one of the carers, employed in 2023, was criminally prosecuted in 2008 under Article 120 of the Criminal Code of the Republic of Kazakhstan ("Rape").
The criminal case was discontinued in accordance with Article 67 of the Criminal Code of the Republic of Kazakhstan ("Release from criminal liability upon fulfilment of the conditions of a procedural agreement on cooperation"). However, according to the requirements of the Labour Code, individuals prosecuted for crimes against sexual integrity cannot be allowed to work with children.
Furthermore, according to the prosecutor's report, "Zhanuya" employed staff who had previously been criminally prosecuted for domestic violence, causing harm to health and fraud, as well as those registered with a drug treatment clinic.
The supervisory authority also identified violations of sanitary standards. Unsuitable food products were found in the "Zhanuya" warehouse: rotten vegetables and cocoa that had expired more than 20 days prior.
The document notes that the identified violations occurred due to the improper performance of duties by the orphanage's administration and staff, as well as a lack of proper departmental oversight from the city's education department.
It should be recalled that in April, prosecutors in the Zhetysu region found that three security guards working in the region's schools had been criminally prosecuted. For instance, one of them had previously been sentenced to 11 years in prison for possession of narcotic drugs in an especially large quantity.
In addition, in a children's camp in the city of Tekeli, the prosecutor's office identified a medical worker who is registered with a diagnosis of "paranoid schizophrenia".
It was also reported that a person convicted of murder had worked in a kindergarten in the Pavlodar region for about 5 years. In other educational institutions, employees who had been prosecuted for assault and battery were identified.
In November, in the Akmola region, it was found that individuals who were previously convicted criminals and persons with mental disorders were becoming guardians for incapacitated citizens.
