Head of the Department of Personnel and Organisational Work of the Committee for Veterinary Control and Supervision (CVCS) of the Ministry of Agriculture (MoA) Alfiya Zhamkenova has submitted an appeal complaining of repressive actions on the part of the committee leadership.
The complainant claims that after the Agency for Civil Service Affairs (ACSA) issued a representation to eliminate violations in the committee, disciplinary measures were initiated against her based on the same facts that formed the basis of the supervisory body's representation.
WHAT PRECEDED THE NEW APPEAL
At the beginning of January this year, the FBRC editorial board reported that Alfiya Zhamkenova had sent an appeal to Vice-Minister Amangaliy Berdalin requesting an official investigation into the actions of committee chairman Kazbek Tashimov.
Soon after, ACSA officially confirmed violations of legislation in the committee: unlawful appointment of official investigations, violations in changing the committee's structure, non-compliance with labour discipline by employees, and violations in approving the holiday schedule for 2026.
A representation was issued to the Ministry of Agriculture and the Committee for Veterinary Control and Supervision to eliminate the identified violations.
WHAT THE COMPLAINANT IS ALLEGING
In her new appeal, Alfiya Zhamkenova claims that instead of properly implementing the ACSA representation and eliminating the identified violations, the committee leadership, together with the head of the Department of Legal Support, initiated actions aimed at her discreditation.
According to Zhamkenova, between 26 and 30 January 2026, the Department of Legal Support prepared and sent to the committee chairman three memoranda. In two of them, Ms Zhamkenova is accused of disciplinary offences based on the same facts that formed the basis of the ACSA representation. The third fact, according to Ms Zhamkenova, has no signs of a disciplinary offence at all.
"These actions are clearly repressive in nature and are aimed at creating an artificial and deliberately false picture of my guilt", the appeal states.
Alfiya Zhamkenova believes that the head of the Department of Legal Support, using his official position contrary to the goals and principles of the civil service, is committing abuse of official authority.
In her opinion, this is expressed in deliberate obstruction of the implementation of the ACSA representation, creating conditions for the actual evasion of statutory responsibility by committee chairman Kazbek Tashimov, and the unlawful initiation of disciplinary measures against the complainant.
"In fact, a practice has developed in the committee whereby individuals who point out violations are subjected to persecution, while the official who committed the violations receives legal protection from the legal unit subordinate to him", the appeal notes.
Alfiya Zhamkenova asks for response measures to be taken within the scope of competence and for the protection of her rights from further pressure.
The FBRC editorial board will continue to monitor the situation.
