Majilis Deputy Bolatbek Nazhimedenov has identified overpayments totalling 569 million tenge in state procurement by the Ministry of Agriculture.
As reported by informburo.kz citing the deputy, he demanded inspections into the ministry's state procurement. As an example, the Majilis member cited the ministry's procurement of veterinary drugs from a single source in 2023.
"At that time, the annual purchase of just one type of vaccine against anthrax amounted to several tens of millions of units," the statement said.
According to him, procurement from a single source could lead to the creation of an artificial monopoly on the supply of goods, budget losses, and the destruction of the market.
To avoid this, the deputy demanded:
- Conduct a thorough analysis of the legality and effectiveness of the Ministry of Agriculture's state procurement by way of direct contract conclusion in the presence of a competitive environment regarding veterinary drugs;
- Conduct an appropriate analysis and assessment of the expediency from the point of view of efficient spending of budget funds by all central state bodies carrying out state procurement by way of direct contract conclusion;
- Based on this deputy's request, present the government's vision on possible systemic changes to the legal framework for conducting state procurement by way of direct contract conclusion.
