Contract for 118 million without technical specification: ambulance service maintenance in Atyrau

A contract for the acquisition of vehicle maintenance services for the Atyrau Regional Ambulance Station has appeared on the public procurement website. 

According to the Telegram channel "A Journey Through Public Procurement", the contract was concluded from a single source, and the purchase amount was 118 million tenge

The brief description states that vehicle maintenance services for the ambulance station are being purchased while preserving the manufacturer's warranty. 

Among the vehicles listed are the Hyundai H-350, Jac Sunray, UAZ Profit, and Gazelle, totalling 85 units. It is reported that the technical specification for the contract is not on the website.

"It should be there, but the file that is in its place only contains the contract, not a detailed description of the services provided", the message states.

In the register, the service provider is listed as an individual. However, according to the contract, it is the Atyrau branch of "Virazh-Service Kazakhstan" LLP

It has also come to light that the organisation's branch is owned by a limited liability partnership (LLP) of the same name, which in turn is owned by another legal entity ("Virazh-Holding" LLP) and has several public procurement contracts. 

Previously, the contract was concluded directly with "Virazh-Service" LLP. Despite this, the branch was initially listed in the contract attached in place of the technical specification. Among other things, the document bears the date 1 February, although the date on the portal is 22 February. 

It is reported that the organisation's branch in Atyrau has only one contract. However, "Virazh-Service" LLP itself, since 2016, has had 1,330 contracts, of which 1,136 were single-source procurements through direct contract conclusion.
