From computers to pipeline: how the directors of the Magistralny Vodovod managed millions

FBRK sources report a large-scale corruption scheme in procurement, allegedly uncovered at «Magistralny Vodovod» LLP, a subsidiary of «KazTransOil» JSC.

It is reported that in 2023-2024, the company entered into contracts with «Aleks-Asu» LLP for the maintenance and disposal of computer equipment worth over 140 million tenge, but the work was not carried out, despite signed reports and payment having been made.

Our editorial office has received information that procurement at «Magistralny Vodovod» LLP was overseen by the chief manager of the automated process control system department (APCS), Daniyar Dzhailau bayev, who, according to available information, is implicated in the falsification of documentation.

Of particular interest in the case is the likely procurement scheme. Despite the contract stating that «Aleks-Asu» LLP should handle the disposal of equipment, this expense item was actually under the purview of the department of occupational safety and health of «Magistralny Vodovod» LLP.

According to information from our sources, a special commission established on this matter confirmed significant material damage, the assessment of which requires an independent audit. However, it is noted that the investigation has allegedly been suspended to date, and the amount of damage has not yet been determined.

It is believed that the key figure in the case is the former head of the company, Berik Salpek, currently the managing director for commerce at «KazTransOil» JSC. According to available data, he is the main beneficiary of all illegal procurement operations, receiving funds from «Aleks-Asu» LLP via Dzhailau bayev.

It is reported that the director of the procurement department, Mukhamedyar Gabbasov, is also involved in the scheme. Sources claim he demands kickbacks from contractors, promising victories in 'control purchases'.

Meanwhile, there is information that the Prosecutor General's Office is investigating a case of billion-tenge embezzlement related to the replacement of the «Astrakhan – Mangyshlak» pipeline. Berik Salpek, who headed «Magistralny Vodovod» LLP from 2022 to 2024 and oversaw the reconstruction project, is also a suspect in this case.

Notably, the project itself was completed in December 2023, increasing the water pipeline's capacity from 110 to 170 thousand cubic metres per day. Questions about financial transparency arose later, in November 2024.
