Under the control of oligarchs Alexander Klebanov and Sergey Kan, the LLP "Pavlodarenergosbyt" and LLP "Ekibastuzteploenergo" issued bills to citizens for communal services that were not provided.
This was reported by the media, citing the department of the committee for the regulation of natural monopolies of the Pavlodar region.
"In the course of considering the submission of the Pavlodar region prosecutor's office, it was established that LLP 'Pavlodarenergosbyt' and LLP 'Ekibastuzteploenergo' calculated the cost of hot water supply services for the period from June to August 2023, despite the actual absence of the service", a press service spokesperson said.
As a result, administrative proceedings were initiated against both enterprises under Part 5 of Article 164 of the Administrative Code of the Republic of Kazakhstan (violation of the legislation of the Republic of Kazakhstan on natural monopolies). At the same time, recalculations were made for service consumers.
