Colonel of the Ministry of Defence sentenced to 4 years for extorting 320 million tenge

The military court of the Akmola garrison sentenced the former head of the capital construction department of the State Enterprise "Main Directorate of Military Infrastructure of the Armed Forces" to 4 years in prison for attempted bribery.

According to Zakon.kz, in 2023 the Ministry of Defence concluded government procurement contracts for the supply of modular buildings for the needs of the Armed Forces worth 3.5 billion tenge. Of this amount, 3.2 billion tenge were allocated to one entrepreneur.

According to the investigation, the colonel invited the businessman to his office, where he demanded a bribe of 10% of the contract amount (320 million tenge) in exchange for the unhindered signing of acceptance certificates and payment requests.

It is reported that, in the event of refusal, the official threatened to terminate the contracts. After negotiations, the amount was reduced to 200 million tenge.

The businessman recorded the conversations on a dictaphone and contacted the Anti-Corruption Service. During the transfer of the first tranche of 10 million tenge through an intermediary, the suspect was detained. As noted in the case files, for the sake of secrecy, the colonel referred to the bribe using the words "design sketches" and "sketches".

The court found the defendant guilty and sentenced him to 4 years in prison, to be served in a medium-security correctional facility. In addition, he was permanently banned from holding positions in the civil service.
