Another suspicious contract in "Enbek-Oskemen"?

KGU "Department of Construction, Architecture and Urban Planning of the Akimat of the North Kazakhstan Region" has entered into a contract for the construction of a tennis centre worth around 3.2 billion tenge. The FBRK editorial team decided to investigate the details of the agreement.

In July 2023, the Department of Construction, Architecture and Urban Planning of the Akimat of Petropavl received an architectural and planning brief for the "Table Tennis Centre" project, planned for construction on a site of 1.1723 hectares at the intersection of Chkalov and Zhumabayev Streets.

For the construction of the centre, on 13 December 2023, the regional construction department, represented by Kairola Galeev, entered into a single-source contract with branch No. 110 of the RSE "Enbek-Oskemen", represented by Bauyrzhan Samarkhanov.

For reference: The Republican State Enterprises (RSE) "Enbek" are involved in organising the labour activities of prisoners and are financed both from their own income and from the state budget.

The contract worth around 3.2 billion tenge was registered under the budget programme for the development of sports facilities. In other words, the construction costs are covered from the local budget. In 2023, 900 million tenge was allocated for these purposes, and in 2024 – around 2.4 billion tenge.

Apparently, the contract was concluded on the basis of government resolution No. 79, which establishes the list and volumes of goods, works and services purchased from institutions of the penal system, including "Enbek-Oskemen".

However, it transpired that as early as 1 September 2023, that is, long before the centre construction agreement was concluded, the said resolution had lost its force and, therefore, could not serve as a basis for concluding the contract.

Questions are also raised by the fact that the contract was concluded from a single source, even though there were no prerequisites for this.

Furthermore, the FBRK editorial team has obtained information that on the day the contract with "Enbek-Oskemen" for the construction of the facility was signed, another contract was concurrently concluded circumventing the public procurement portal between "Enbek-Oskemen", represented by Mr. Samarkhanov acting by power of attorney, and "Miras Group" LLP. The contract amount was around 1.6 billion tenge.

It is worth noting how surprisingly quickly "Enbek-Oskemen" found a subcontractor, and, more importantly, how economically. The story itself will probably also seem painfully familiar to the reader.

Indeed it is. We have previously written about the enterprising employees of "Enbek-Oskemen". Back then, out of the 106 million tenge allocated by the state, only 36 million was spent. No need to guess where the remainder went.

How many more scandals must occur around the branches of "Enbek" before the situation with the disappearance of budget funds there finally changes?
