President Kassym-Jomart Tokayev signed Decree No. 1200, which approved the Interdepartmental Commission for the Prevention of Offences under the Government of the Republic of Kazakhstan. The document defines the status of the commission, its composition, and its operating procedures.
STATUS AND TASKS OF THE COMMISSION
According to the decree, the commission is a permanent advisory and consultative body under the government. It is to coordinate the work of state bodies involved in the prevention of offences.
The commission reviews the state of preventive work, analyses the measures being taken, and develops proposals for their improvement. The commission's decisions are formalised in protocols and sent to the relevant state bodies.
WHO HEADS THE COMMISSION
The Prime Minister of the Republic of Kazakhstan has been appointed as the Chairperson of the commission, with the Minister of Internal Affairs as the Deputy Chairperson.
The Secretary of the commission is the Chairperson of the Committee for the Coordination of Preventive Work of the Ministry of Internal Affairs (MIA).
COMPOSITION OF THE COMMISSION
The commission includes heads of key state bodies, such as the General Prosecutor's Office, the National Security Committee (NSC), the Agency for Financial Monitoring (AFM), and the Agency for Civil Service Affairs (ACSA).
Representatives from several ministries also participate in its work, including the Ministry of Finance, the Ministry of Justice, the Ministry of Education, the Ministry of Transport, and other departments whose activities are related to the prevention of offences.
KEY FUNCTIONS OF THE COMMISSION
Within the scope of its activities, the commission may:
- hear reports from heads of state bodies on their work to prevent offences;
- analyse the implementation of state programmes in this area;
- prepare proposals for improving legislation;
- develop recommendations for the government and local executive bodies.
ORGANISATION OF WORK
The working body of the commission is the Ministry of Internal Affairs of the Republic of Kazakhstan.
An interdepartmental working group may be formed to prepare materials and address specific issues.
Meetings of the commission are planned to be held at least once every six months. Decisions recorded in the minutes are adopted following the meetings, and oversight of their implementation is assigned to the working body.
The decree came into force on the date it was signed.
