An expanded meeting of law enforcement agencies was held in Astana under the leadership of President Kassym-Jomart Tokayev. The event was attended by heads of regional departments, deputies, experts, public activists, academy cadets, and foreign police attachés. The head of state announced the start of 'Law and Order' week.
Kassym-Jomart Tokayev congratulated all police officers and civil servants of Kazakhstan on their professional holidays. The President expressed gratitude to law enforcement officers who daily protect the country's peace, emphasising that amidst growing global uncertainty, strengthening public security takes on particular importance.
The central focus of the President's speech was the 'Law and Order' concept, a large-scale promotion of which began in the spring of this year. According to him, building a just and safe Kazakhstan requires establishing the rule of law and order as the basis for protecting citizens' rights.
Order is a value common to all, and compliance with the law must become a way of life. This will help solve social problems such as domestic violence, gambling addiction, drug addiction, and vandalism. Tokayev instructed the government to re-examine approaches to educational work in schools.
The President also reminded of the need to continue work on the 'Taza Kazakhstan' concept, which is an integral part of the ideological platform for building a progressive society.
"'Taza Kazakhstan' implies not only environmental cleanliness, but also purity of mind and thought," explained the head of state.
Kassym-Jomart Tokayev noted the role of the public in adhering to the 'Law and Order' principle. According to him, strict adherence to this principle depends on the active assistance of public representatives, which is why a wide range of interested parties took part in the meeting. A key role in the transformation of the security forces will be played by the new generation of officers, and accordingly, cadets from departmental academies were present in the hall.
The President stressed the importance of international cooperation in the fight against transnational crime.
"To successfully counter transnational criminal groups, it is important to enhance international cooperation. Today, foreign police attachés are present here. I express my sincere gratitude to you for effective international cooperation in the law enforcement sphere," he addressed the participants.
Speeches at the meeting were given by Prosecutor General Berik Asylov, First Deputy Prime Minister Roman Sklyar, Minister of Internal Affairs Yerzhan Sadenov, Chairman of the Anti-Corruption Agency Askhat Zhumagali, and Chairman of the Financial Monitoring Agency Zhanat Elimanov.
Kassym-Jomart Tokayev focused on the need for radical changes in the law enforcement system. The President emphasised that all issues must be resolved systematically, and the main task of the authorised bodies is to show concrete results. The development of the state and the well-being of the people directly depend on ensuring peace and order.
Among the practical measures, the head of state addressed the issue of ensuring the safety of foreign tourists. He noted that upon entering Kazakhstan, every tourist receives a safety guide at the airport, along with a new SIM card providing a basic internet package and access to mobile communications.
An important decision was the announcement of 'Law and Order' week. The coming seven days will be dedicated to strengthening legal culture and enhancing the image of law enforcement agencies.
The President instructed his Administration and the Security Council to prepare, within one week, an analysis of the work of law enforcement agencies, reflecting existing problems and proposing solutions. According to him, Kazakhstan must become a safe country that adheres to the principles of law and order.
