The State Revenue Committee has published data on foreign financing of NGOs in Kazakhstan.

The State Revenue Committee (SRC) of the Ministry of Finance of Kazakhstan has published a detailed register of organisations receiving foreign funding. According to the department, in the second half of 2025 alone, more than 12 billion tenge arrived in Kazakhstan from abroad.

WHAT THE SRC PUBLISHED

The State Revenue Committee (SRC) has published a register of individuals and organisations that receive and spend money or other property from foreign states, international and foreign organisations, foreign nationals and stateless persons. The publication of such information is provided for by law and is aimed at ensuring transparency of funding.

The document includes hundreds of organisations. For each one, the source of funding and the amount actually received for the reporting period are now indicated.

WHO RECEIVED THE LARGEST AMOUNTS

According to the register data, among the largest recipients of foreign funding are organisations working in the fields of human rights, research, media and public initiatives.

For example, the Public Association "Kazakhstan International Bureau for Human Rights and the Rule of Law" received 188.2 million tenge from the Open Society Institute for just one of the entries reflected in the register. The total volume of foreign funding for the organisation exceeds 356 million tenge.

The Foundation "International Centre for Journalism MediaNet" received 91.5 million tenge from the Foundation to Promote Open Society (FPOS). The total volume of foreign funding for the organisation is approximately 300 million tenge.

Other large recipients include the Foundation "Centre for the Study of Legal Policy" with an amount of 221.9 million tenge from the European Commission alone, and approximately 284.3 million tenge in total; the Foundation "PaperLab"about 100 million tenge in total; the Foundation "International Fund for the Protection of Freedom of Speech 'Adil soz'"approximately 97.8 million tenge; the Foundation "Wings of Freedom"more than 61.2 million tenge; and the Foundation "FemAgora"15.8 million tenge.

Despite the disclosure of recipients and sources of funds, the published document does not contain information on which specific projects the money was directed towards. The register also lacks information on the ultimate beneficiaries of the funding and a breakdown of expenditures. In other words, the register allows one to determine the volumes of receipts and donors, but does not provide a complete picture of how the received funds were used.

WHAT THIS MEANS

Until now, information on foreign funding of non-governmental organisations (NGOs) was published in a limited format. The new register makes it possible to compare specific organisations, funding sources and the amounts of funds received for the reporting period.

It should be recalled that the editorial team of FBRK has previously drawn attention to legislative changes related to the disclosure of information on foreign funding of public organisations. Specifically, the New Constitution of Kazakhstan, which is set to come into force on 1 July 2026, establishes the obligation for non-profit organisations to disclose complete information on foreign funding, including the movement of funds and data on assets.
