The Kokshetau prosecutor's office secured the return to the budget of 126 million tenge that had been unjustifiably paid out under the “Street Lighting of Kokshetau” project.
WHY THE PROJECT COST MORE
According to the Akmola regional prosecutor's office, the violation was identified during an analysis of public-private partnership projects.
The public partner — the Department of Energy and Housing and Communal Services of the Akmola region — failed to provide an economic justification for the cost of materials and equipment procured for the project.
HOW THE LAMPS WERE VALUED
Under the contract, the cost of one lamp with a capacity of 120 W was set at 80,000 tenge. However, its market value was around 52,000 tenge.
As reported by the prosecutor's office, the unjustified inflation of material and equipment costs led to an increase in the project's total cost by 126 million tenge.
WHAT IS KNOWN ABOUT FURTHER OVERSIGHT
As a result of the supervisory measures taken, the unjustifiably paid amount of 126 million tenge was recovered to state revenue.
Ensuring the targeted and justified spending of budgetary funds remains one of the priority areas of work for the prosecutor's office.
CONTEXT
Earlier, the Agency for Financial Monitoring (AFM) also reported on the investigation into the alleged embezzlement of budgetary funds during the construction of housing in Kokshetau. According to the investigation, 211 million tenge was transferred to the contractor, but the facilities were never brought into operation. As part of the investigation, the suspect was placed in custody.
