The prosecutor's office has identified 2,800 fictitious livestock vaccinations in the Akmola region.

The Prosecutor's Office of the Zerenda District uncovered 2.8 thousand cases of fictitious animal vaccinations and violations in the work of veterinary services. Following the inspection, funds spent on unjustifiably recorded veterinary measures, as well as part of illegally paid bonuses and extra payments, were returned to the budget.

WHAT THE INSPECTION FOUND

According to the Prosecutor's Office of the Akmola Region, cases of inadequate work in ensuring veterinary safety were established in the Zerenda District.

The inspection revealed a lack of accurate livestock registration. Together with local police inspectors, 57 unregistered horse herds with a total number of more than 7 thousand head were identified.

In addition, prosecutors recorded violations during anti-epizootic measures. In vaccination reports, veterinary specialists indicated non-existent animals and also repeatedly counted the same animals.

A total of 2.8 thousand cases of fictitious vaccination were established. Costs in the amount of 996.2 thousand tenge were reimbursed to the state budget.

VIOLATIONS ALSO FOUND AT VETERINARY FACILITIES

The inspection also covered the district's veterinary infrastructure facilities.

As established by the prosecutor's office, 14 animal burial sites do not meet veterinary requirements. In particular, the facilities lacked fencing, land plots were not registered, and the property balance was not secured.

At the district veterinary station, cases of unjustified accrual of bonuses and extra payments in the amount of more than 6 million tenge were identified. At the time of publication, over 4 million tenge had been returned to the budget.

WHAT MEASURES HAVE BEEN TAKEN

Under acts of prosecutorial supervision, the guilty officials have been brought to disciplinary and administrative responsibility.

The prosecutor's office reported that measures are currently being taken to eliminate the identified violations.

WHAT IS KNOWN ABOUT THE SCALE OF VACCINATION IN KAZAKHSTAN

Earlier, the editorial board of FBRK requested from the Committee for Veterinary Control and Supervision (CVCS) of the Ministry of Agriculture statistics on the epizootic situation and animal vaccination in the country.

According to the department's response, in 2025, approximately 142.5 million veterinary procedures for vaccination were carried out in Kazakhstan. At the same time, the committee refused to provide data on outbreaks of animal diseases, monthly statistics, and a number of other indicators, citing the classification "For Official Use Only" (FOUO).

Based on this data, the 2.8 thousand fictitious vaccinations identified in the Zerenda District can only be conditionally compared with the nationwide volume of vaccinations for 2025. This number constitutes about 0.002% of the 142.5 million veterinary procedures, or approximately 2 cases per every 100 thousand vaccinations.

However, this comparison is purely for reference. The violations were identified in one district, whereas the vaccination statistics are for the entire country. Data on the number of vaccinations directly in the Zerenda District is not provided in the inspection materials, so it is impossible to assess the actual proportion of violations at the local level.
