President of Kazakhstan Kassym-Jomart Tokayev spoke at a ceremony honouring scientists and outlined key areas for the development of science, including increased funding, support for young researchers and the integration of science into the economy.
WHAT THE PRESIDENT SAID ABOUT SCIENCE FUNDING
According to Kassym-Jomart Tokayev, over the past five years, the volume of funding for the scientific field has increased sixfold.
He also stated that the number of research universities is growing, and businesses investing in science are being given tax incentives.
“First and foremost, I noted the need for strict discipline and clear prioritisation in science funding. The main goal should not be the nominal disbursement of the budget, but the implementation of projects that bring benefit to society,” the Head of State noted.
HOW YOUNG SCIENTISTS ARE BEING SUPPORTED
The President specifically addressed measures to support young specialists. He stated that more than 600 young scientists have already received housing, as well as special grants.
Furthermore, early-career researchers undertake internships annually at leading global scientific centres. As the President noted, these measures will be continued.
WHAT KEY DECISIONS AND INITIATIVES WERE ANNOUNCED
President Kassym-Jomart Tokayev outlined a number of priorities for the development of the scientific field. He emphasised the need to train engineering and technical personnel and the role of universities in shaping the country's intellectual potential.
The Head of State also reminded that the new Constitution, adopted in a referendum on 15 March, enshrines the priority of science, education and innovation. According to him, the document will come into force on 1 July 2026, after which legislation must be brought into line with its norms.
He also proposed establishing the ‘Al-Farabi’ order, which would recognise achievements in science, education, culture, and the spiritual sphere.
Furthermore, the President announced that elections to the Kurultai would be held in August of this year, giving political parties around five months to prepare for the election campaign.
This timeframe allows parties to form candidate lists and carry out the necessary organisational procedures.
In some cases, Kassym-Jomart Tokayev has previously announced electoral campaigns in advance, giving participants time to prepare.
