The Investigative Department of the Ministry of Internal Affairs (MIA) reported that since the beginning of 2026, based on investigators' submissions, over 2,000 officials have been brought to disciplinary responsibility, and another more than 500 people have been punished administratively for failing to take measures to eliminate the causes and conditions that contributed to the commission of crimes.
WHAT MEASURES WERE TAKEN BASED ON INVESTIGATORS' SUBMISSIONS
According to Polisia.kz, since the beginning of the year, investigators have made around 45,000 submissions to state bodies, institutions, and organisations in accordance with Article 200 of the Criminal Procedure Code of the Republic of Kazakhstan.
As a result of the review of these submissions, over 2,000 officials have been brought to disciplinary responsibility. In addition, more than 500 people have been brought to administrative responsibility for failing to take measures to review the submissions.
As reported by the head of the MIA Investigative Department, Samat Aisov, based on the results of their review, measures have been taken to strengthen public safety. In particular, in socially disadvantaged areas, at retail facilities, and in entertainment venues, around 2,000 additional CCTV cameras were installed. On 155 accident-prone road sections, infrastructure was improved, and at 56 facilities, security measures were strengthened and security systems were modernised. Furthermore, over 60 preventive measures were carried out in educational institutions.
WHAT EXAMPLES WERE PROVIDED BY THE MIA
According to MIA information, eight individuals on probation who repeatedly committed crimes have been sent to serve their sentences in places of deprivation of liberty. The activities of four entities engaged in illegal activities have also been terminated, and the operating hours of 15 cafes and nightclubs have been restricted.
As one example, the department cited the suspension of operations of a lounge bar in Pavlodar following an investigation into an incident of hooliganism that occurred in January 2026.
Following the investigation into a fire on a passenger bus on the Aksu-Ayuly – Balkhash highway in the Karaganda Region, which resulted in the death of a young child, a comprehensive inspection of passenger buses was conducted based on an investigator's submission. As a result, 199 drivers and bus owners were brought to administrative responsibility, including 55 individuals for converting bus interiors to accommodate sleeper berths without the appropriate permit.
HOW DAMAGES ARE COMPENSATED TO VICTIMS
According to Samat Aisov, damages from concluded criminal cases amounted to over 72 billion tenge, of which compensation has been ensured for more than 34 billion tenge.
In Astana, in a criminal case concerning online fraud against 111 victims with damages of more than 140 million tenge, full compensation of damages has been ensured, according to MIA data.
To secure compensation for damages, property with a total value of over 29 billion tenge has been seized. In particular, in the Almaty Region, in a criminal case concerning fraud, property belonging to two LLPs was seized, including 28 real estate properties with a total value of over 7 billion tenge.
Also, as reported by the MIA, through the Victim Compensation Fund, payments were received by over 5,000 victims amounting to more than 831 million tenge. The right to compensation is provided for 124 types of crimes, and the amount of payments ranges from 30 to 50 MCI.
HOW FUTURE INVESTIGATORS ARE BEING TRAINED
Since 2019, a dual education programme for law faculty students has been implemented. To date, 40 memorandums of cooperation have been signed with higher education institutions, 47 student clubs are operational, bringing together 1,524 students. Over 100 graduates, after receiving their diplomas, plan to find employment in the internal affairs bodies.
