The National Statistics Bureau of Kazakhstan has gained access to anonymised data from mobile network operators.

The Bureau of National Statistics of Kazakhstan has been granted additional powers to collect and analyse data, including access to anonymised information from telecommunications operators. The relevant changes have been made by Order No. 12 of 13 March 2026.

WHAT DATA CAN BE OBTAINED FROM TELECOMMUNICATIONS OPERATORS

According to the updated regulations, the agency is authorised to receive anonymised data on subscribers from operators and owners of communication networks. This data may be used for statistical activities and is not to be transferred to third parties.

The mechanism for providing information will be determined by a separate procedure, which is being developed by the Bureau and is subject to approval by the National Security Committee of the Republic of Kazakhstan (NSC RK).

HOW ARTIFICIAL INTELLIGENCE WILL BE USED

The document formalises the use of artificial intelligence (AI) technologies in the production of statistical information. Algorithms will be employed to process primary, administrative, and alternative data.

Additionally, the Bureau's functions have been expanded to include the operation of the 'regulatory intelligence' information platform, designed for analysing regulatory impact and identifying systemic risks using AI.

WHAT NEW POWERS HAVE BEEN ADDED REGARDING DEMOGRAPHY

The document expands provisions related to the study of demographic changes. The Bureau will coordinate the analysis and forecasting of demographic processes using international standards and methods.

The agency has also been empowered to develop and approve methodologies and prepare analytical information on the country's demographic development.

HOW ACCESS TO STATISTICAL DATA WILL CHANGE

The amendments also concern data dissemination formats. The Bureau undertakes to ensure equal access for users to official statistical information.

The Bureau will publish data on internet resources and the open data portal of the 'e-government', including in machine-readable format.
