The National Bank of the Republic of Kazakhstan has prepared a draft resolution to expand the membership of the anti-fraud centre and improve mechanisms for detecting fraudulent operations in the financial market. The aim is to reduce fraud risks and increase the effectiveness of payment transaction monitoring.
ANTI-FRAUD CENTRE GAINS NEW FUNCTIONS
The draft resolution of the Board of The National Bank of the Republic of Kazakhstan provides for the expansion of the anti-fraud centre's participants and clarification of the procedure for their interaction. The document also establishes rules for the formation and maintenance of the centre's additional databases.
HOW PARTICIPANT INTERACTION WILL WORK
According to the draft, anti-fraud centre participants will be able to exchange information on multiple credit applications, and mobile operators on subscriber numbers from which calls with signs of fraud were made. In addition, telecom operators will form databases of potential victims of actions by third parties.
REASONS FOR THE CHANGES
The document contains editorial and corresponding amendments related to new laws of the Republic of Kazakhstan — 'On Banks and Banking Activities', 'On Cybersecurity', the Digital Code, and also due to the repeal of the laws 'On Informatisation' and 'On Electronic Document and Electronic Digital Signature' from 13 July 2026.
GOALS AND EXPECTED RESULTS
The draft aims to increase the effectiveness of measures to combat fraud in the financial market and to bring the rules of the anti-fraud centre into line with changes in the Law 'On Payments and Payment Systems'. A reduction in the number of transactions with signs of fraud is expected as the centre operates.
CONSEQUENCES FOR THE ECONOMY AND LAW
According to the developers' assessment, the adoption of the draft will not entail negative socio-economic or legal consequences.
